Cultural infrastructure: cultural services, cultural rights and public good

Abstract.

The article aims to develop a theoretical basis for the adaptation of a practical approach to research both on the cultural needs of the population and on the dynamics of the cultural process. Therefore we address the issue of ensuring cultural needs through the concept of public goods. An access to cultural goods as a process that determines and at the same time depends on the cultural infrastructure is identified as a core element of the study. In an attempt to reveal the interdependence of cultural needs and cultural infrastructure, we adjust to the category of public goods. The main thesis of the article is the inseparability of subprocesses of the cultural space and, therefore, the need to develop clearly defined criteria, correlating simultaneously the assessment of the economic efficiency of cultural infrastructure and the dynamics of cultural consumption.
