Анотація. У статті розглянуте поступове вироблення законодавчих, стратегічних, програмних і фінансових інструментів та механізмів забезпечення культурних прав на місцевому та національному рівнях. Переходові від теоретичного дискурсу та міжнародних правових документів рекомендаційного характеру до реального розуміння базових принципів, покладених в основу культурних прав як невідʼємної частини загальних прав людини, та їхнього практичного втілення в законодавчих актах, програмах і планах дій на місцевому, регіональному та національному рівнях сприяла активність науково-дослідного сектора та організацій громадянського суспільства в різних країнах. Культурні права поступово стають інструментом державної політики не лише у сфері культури, а й як спільна основа, що обʼєднує різні сектори соціальної, економічної, екологічної, етнічної, гендерної, молодіжної політики. Цьому сприяє власне природа культурних прав, яким притаманні універсальність, неподільність і взаємозалежність, багатовимірність і комплексність, доступність і плюралізм. Культурні права в сучасному суспільстві постають не як кінцева мета, а як дієві чинники та засоби демократичного розвитку.
